Career Advancement Initiative Model Demonstration
The IPARRT team is working closely with the Wisconsin Division of Vocational Rehabilitation (DVR) to conduct an external evaluation for the Disability Innovation Fund-Career Pathways Advancement Initiative. The program is funded FFY2021-2026 by the Rehabilitation Services Administration (RSA), U.S. Department of Education, grant #H421C210018.
The purpose of the initiative is to identify and demonstrate evidence-supported practices to assist current and previously served DVR consumers to advance in high-demand, high-quality careers with increased hours, wages, and advancement opportunities. The long-term aim is to improve and maximize competitive integrated employment outcomes, economic self-sufficiency, independence, and inclusion in society, and reduce reliance on public benefits.

Goal 1: Targeted Outreach — Connect DVR consumers to Wisconsin career pathways.
Goal 2: Partner Collaboration — Improve Wisconsin WIOA partner coordination and collaboration in providing career advancement opportunities for people with disabilities.
Goal 3: Partner Training — Increase training for partner staff and employer awareness of DEI, accommodations, and support to improve the success of individuals with disabilities in career advancement.
Goal 4: DVR Staff Training — Increase Division of Vocational Rehabilitation (DVR) staff awareness, understanding, and use of local career pathways, apprenticeships, and work-based learning programs to promote the career advancement of their consumers.
Goal 5: Evidence-Based Decision Making — Use evidence- and data-based decision-making to increase participation of Wisconsin citizens with disabilities in career advancement activities.
Goal 6: Career Advancement Service Support — Provide DVR consumers with training and accommodations to increase their success in using career pathways, apprenticeships, and work-based learning programs for career advancement.
